     The City Civil Registry Office was created under Republic Act 7160 (Local Government Code of 1991). This office provides social services relative to civil registration under Commonwealth Act 3753 of 1930. Its primary function is to conduct basic and compulsory registration of all vital events and the accompanying changes in the marital status of every Filipino citizen. Legally, these establish the occurrence of birth, death, or marriage and therefore provide prima facie evidence of facts surrounding these events.

     Since this social services categorically a continuous, permanent, compulsory, and universal recording of the occurrence and characteristics of vital events (live births, deaths, fetal deaths, marriages, and divorces) and other civil status events pertaining to the population as provided by decree, law or regulation, in accordance with the legal requirements in the country.

     The office registers court decrees of marital annulment, divorce under the provision of Muslim Code of the Philippines, Judicial Correction of Entries, Correction of Clerical Error, gender, day & month of the date of birth and Change of First Name under Republic Act 9048 and Republic Act 10172. Supplemental Report for blank entries, electronic endorsement of negative registration, advance copy of security paper, Batch Request Entry System (BREQS) and issuances of extracted Forms 1A, 3A, 2A.

MASS WEDDING CEREMONY

City Mayor Florencio T. Flores, Jr. solemnized the Mass Wedding of Ten (10) couples on March 10, 2021 at Brgy. Simaya, Malaybalay City with observance of minimum health protocols.

Ninongs and Ninangs witnessed the said ceremony including Congressman Atty. Jon Flores, with all friends and family of the couple.

City Civil Registrar’s Office and Brgy. Simaya Council jointly spearheaded the momentous occasion of saying I Do’s of the lovely couple. Indeed, love is still in the air amidst the pandemic crisis.

The said marriage ceremony ended at 11:30 in the morning and sumptuous lunch was served at the Barangay Office.

ORIENTATION ON THE IMPORTANCE OF CIVIL REGISTRY DOCUMENTS IN THE CONDUCT OF THE PHILIPPINE ID SYSTEM (PHILSYS) step 2 REGISTRATION

The City Civil Registry Office conducts a 2- day Orientation on the Importance of Civil Registry Documents in the Conduct of the Philippine ID System (PhilSys) Step 2 Registration. These endeavors were in coordination with Bukidnon Civil Registrar and Personnel, Inc. (BUCRAPA) and the Philippine Statistics Authority (PSA), Provincial Office.

The said activity was participated by 46 Barangay Chairmen and their representatives, 46 barangay’s secretaries, IP Mandatory representative and barangay record keepers. PSA Personnel, Atty. Ana S. Bonita, Registration Officer II and PhilSys Focal Person in the Bukidnon stresses the importance of Civil Documents in Phil ID registration. She also reiterated the primary role of the Barangay elected officials during data and digital capturing. Mr. Jonathan M. Cabugsa, Registration Officer I of PSA Provincial Office featured the use of Phil ID, its impact to future need and regulatory measures. He also clarified issues on double registration of identity and provides alternative solution based on the mandated act.

MOBILE REGISTRATION

To disseminate information of the importance of civil registration, the CCR Office conducts massive mobile registration activity in barangay level. This is also in line with the Program of the City Government of Malaybalay in coordination with the City Civil Registry Office to achieve 100% registration of birth, marriage and death within the City.

The Office of the City Civil Registrar through the headship of CCR, Priscilla G. Tilanduca and CCRO staff conducted a mobile registration at different barangays in the City of Malaybalay, upon the request of Punong Barangay. All payment were free of charge except for out-of-town birth registration to encourage residents to register their birth and application for marriage.

The residents of the barangay were very thankful for the CCR and Staff who exerted extra efforts to reach out to the people particularly those who are living below poverty line.

The first ever National Convention on Civil Registration Month Celebration was held on 26 February 2021 via video conferencing at CRS Building, PSA Complex, East Avenue, Diliman, Quezon City. On that day was the awarding of the Outstanding Local Civil Registry Offices (LCROs) nationwide for the year 2018 and 2019. This is when LCRO’s exemplary efforts are given credits with regards to their overall Civil Registration activities.

The CCRO of Malaybalay City, Bukidnon headed by CCR Priscilla G. Tilanduca bagged the 9th Place in the Outstanding Local Civil Registry Office under Extra Large Category for CY 2018 and 5th Place in the Outstanding Local Civil Registry Office under Super Extra Large Category for CY 2019.

Ten outstanding LCROs in each of the following categories: Extra Small, Small, Medium, Large, Extra Large, and Super Extra Large who have exhibited remarkable performance in CRVS was given due recognition. Through the LCRO awards, PSA intends to inspire and encourage everyone to be involved, and to actively participate in all CRVS initiatives, and be able to deliver quality services to pandemic.the Filipino people amidst the COVID-19
