On November 4, 2022, City Mayor Jay Warren R. Pabillaran signed Executive Order (EO) No. 239 Series of 2022, an order prescribing for the allocation of at least 10% of the total procurement value of the City Government of Malaybalay and the Barangay Government units of this city for the purchase of locally produced goods and services offered by Micro, Small, and Medium Enterprises (MSMES) operating in Malaybalay City.
The city government finds it important to recognize the specific needs of the MSMES and shall undertake to promote entrepreneurship, support entrepreneurs, encourage the establishment of MSMEs, and ensure their continued availability and growth.
The EO is subject to Republic Act No. 9501, which states that eligible MSMEs shall be entitled to a share of at least 10% of the total procurement value of goods and services supplied to the government.
Mayor Pabillaran’s EO contains the implementing mechanism for helping promote the distribution or sale of locally produced products and services, and monitoring and evaluation in compliance with this order of the city government and 46 barangay governments units.
