Mandates and Functions

The Sangguniang Panlungsod, as the legislative body of the city, is mandated by the Local Government Code of 1991 to:

  • Approve ordinances and resolutions necessary for an efficient and effective city government:
  • Generate and maximize the use of resources and revenues for the development plans, program objectives and priorities of the city, with particular attention to agro-industrial development and citywide growth and progress;
  • Enact ordinances, grant franchises and authorize the issuance of permits or licenses subject to the provisions of Book II of the Local Government Code of 1991:
  • Regulate activities relative to the use of land, buildings and structures within the city in order to promote the general welfare;
  • Approve ordinances which shall ensure the efficient and effective delivery of the basic services and facilities;
  • Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.

NARRATIVE REPORT

It has been a dream of the previous sanggunian to air their sessions with the end in view that legislation will become more responsive and transparent.

The 8 sangguniang Panlungsod through the effort and initiative of Hon. Vice Mayor Pabillaran sponsored a resolution requesting the Parasat Cable TV to air the Sangguniang Panlungsod sessions live in their Information Channel every Tuesday aftemoon.

Finally, on June 8, 2021, during the 86 Regular Session, the live streaming of the regular session began.

Hon. Vice Mayor Pabillaran authored, sponsored by All SP Members, a Resolution commending and expressing gratitude to the President and CEO, Engr. Elpidio M. Paras and Branch Manager Ema S. Benedicto of the Parasat Cable TV for airing for free through Channel 45-One Media, the regular session of the Sangguniang Panlungsod of Malaybalay.

The Hon. Vice Mayor encourages the city employees as well as the people of Malaybalay to give time to watch the sessions of the sanggunian every Tuesday aftemoon to be aware of all the programs, projects and activities of the City of Malaybalay and get involved in their own small ways.
