Nature Of Office
The Traffic Management Center (TMC) was created pursuant to the City Ordinance No. 468 which is tasked to coordinate all traffic activities in the City of Malaybalay. The Traffic Management Center is responsible in the maintenance of an efficient and effective traffic order and sanity along the thoroughfares of the City of Malaybalay. It is tasked to implement existing city traffic ordinances and enforce provisions of Law embodied under Republic Act No. 4136 otherwise known as the Land Transportation and Traffic Code by virtue of a deputized order issued by the Regional Director of the Land Transportation Office. It is also responsible in the enforcement of the traffic recruiting scheme. It is tasked to implement traffic operation plans. It is cloth with authority to conduct traffic directions and control.
The Center shall conduct security and escorts to visiting VIP’s and other distinguished personalities of Malaybalay City. The Center also coordinates with NGO’s local and national government line agencies for the effective implementation of traffic rules and regulation. The Center is also tasked to conduct mobile patrol coverage within the area of responsibility and disseminate traffic situation to the general public by means of the tri-media. The Center shall assist PNP personnel in the conduct of investigation on vehicular accident that transpired within the area of responsibility. Traffic Management Office shall perform other tasks upon order by the Chairman, Co-Chairman and members of the Traffic Management and Control Board.
The Traffic Management Center is under the supervision of the City Mayor through the Traffic Management and Control Board (TMCB). The Traffic Management Center shall coordinate all traffic management activities of the City. The Center shall establish its own operations center, but shall closely work with the City Engineers Office, Land Transportation Office, DPWH District Office, Land Transportation Franchising and Regulatory Board and the Highway Patrol Group.
The presence of dynamic and motivated personnel to address the present demands of efficient effective and orderly traffic management system to ease traffic and solve perennial traffic problems in the city of Malaybalay and in the years to come.
The Traffic Management Center shall execute traffic direction and control, enforce law, city ordinances and other special laws relative to traffic, assist the PNP in the implementation of traffic rules and regulations in the city to promote as well the effectiveness in the performance of its functions and to ensure public safety.
History
City of Malaybalay is a progressive city. Its progress and development is being noticed by its booming economy, massive construction of commercial buildings, schools, become doubled up in number and population augmented. Together with the City’s progress in development is the tremendous rise of its volume in traffic problem, traffic road congestion and traffic-related incidents.
That is the reason why the Executive Order No. 3 Series of 2000 and approved City Ordinance No. 468, the Traffic Management Center has been created and 38 personnel were hired to man the office, envisioned to be dynamic and motivated enforcers in order to address the present demands of efficient, effective and orderly traffic management system. This office also aims to lighten and minimize perennial traffic problems in the City of Malaybalay at present and in the years to come.
