November 4, 2020, Cong. Jonathan Keith T. Flores led the ceremonial groundbreaking of the Local Government Support Fund – Support to Barangay Development Program (LGSF-SBDP) of Php 240 million worth of 45 projects for the 12 barangays of the City of Malaybalay at Purok 6, Imbayao, Malaybalay City.
The lowering of the time capsule commences the start of the construction of the Local Access Road of Barangay Imbayao and the projects of the other 11-barangay recipients identified in CY 2020: Busdi, Can-ayan, Capitan Angel, Dalwangan, Indalasa, Kibalabag, Kulaman, manalog, Mapayag, Silae, and Zamboanguita. Each of these barangays has an allocation of Php 20 million.
This program springs from EO No. 70 issued by President Rodrigo Roa Duterte that institutionalizes the whole-of-nation approach in attaining inclusive and sustainable peace. Moreover, it created a national task force to end local communist armed conflict and the adoption of a national peace framework.
Furthermore, this approach cascaded to the Local Government Units recognizing that rebellion is both a socio-economic and political problem. EO No. 70 ushers the creation of the Malaybalay Retooled Community Support Program (RCSP).
Members of the community support immersed the affected barangays and conducted a dialogue with the residents. This effort identified the goods and services needed by the conflict-affected areas. Thus, the previously mentioned ceremony comes into fruition.
The DILG Malaybalay City with Mr. Aldrich C. Alaan – CLGOO, spearheaded the activity, attended by highly distinguished personalities from the National Government Agencies with their respective representatives, Regional Offices, Uniformed men and women, Provincial Agencies, City Government of Malaybalay, the 12 Punong Barangay recipients, and the local media.

Arn Jose Real of the 403rd; Hon. Bonifacio Valiente the LIGA President of the same LGU; Hon. Renato Sumbongan – IPMR; Terry Bangal from Gold Star Daily; Capt. Regidor Duldulao from the Special Forces of AFP; JCINSP Moises Genetiano II from BJMP; PLTCOL. Donald Cordero from the PNP Bukidnon; PLTCOL. Ritchie Salva and Maj. Felipe Yap from PNP Malaybalay City.
