FUNCTION AND RESPONSIBILITIES OF LDRRMO OPERATION CENTER

The LDRRMO, within their territorial jurisdiction, shall be responsible for setting the direction, development, implementation and coordination of disaster risk reduction and management program, and shall perform the following functions and those that may be authorized by the LDRRMC.

The vision of the local government of Malaybalay, through the city disaster risk reduction and management office is to improve and enhance the disaster preparedness and awareness that if offers to the community.
It aims to support activities, project and policies geared towards developing more responsible and disaster resilient community.
In addition, the office seeks to promote safer community and empower them to manage the adverse impact of every disaster to have an environmental sound and economic stability

To instill the culture of resiliency and preparedness to the constituents of Malaybalay city and in order to develop citizens who are well prepared, conscientious and properly equipped in dealing with disaster both natural and manmade or otherwise.
All of this are envisioned by the city government in line with the priorities and activity of the disaster preparedness.

HAND HELD RADIO TRAINING NEW PEOPLE’S HALL, CASISANG, MALAYBALAY CITY


Last October 28,2021, the City Disaster Risk Reduction and Management Office headed by Alan J. Comiso, LDRRMO IV in partnership with the Department of Science and Technology-Region X headed by Ms. Ritchie Mae Guno has facilitated the Hand Held Radio Training conducted by the National Telecommunications Commission by Engr. Vixter Abaday, Radio Regulation Inspector – Region X (via zoom) at the New People’s Hall, Casisang, Malaybalay City.

It was participated by the DOST’s CEST- Project beneficiaries; Upper Pulangui District, Managok NHS and Casisang NHS, MERU, 911, CDRRMO and CCTV Personnel with the presence of Engr. Adrian Gamboa- LGU Malaybalay- CEST Coordinator. With the goal of enhancing the capacity and provide more efficient and effective communication in the Upper Pulangui barangays of Malaybalay City and within the area of responsibility, the Office is thankful for the support of Hon. Florencio T. Flores Jr., City Mayor and Roberto T. Flores, Executive Assistant V for making this training possible.

BLS-HANDS ONLY CPR AND STANDARD FIRST-AID

BASIC INCIDENT COMMAND SYSTEM TRAINING


The City Disaster Risk Reduction and Management Office (CDRRMO) conducted Basic Incident Command System (ICS) Training on April 14-16, 2021, at the Veranda, Casisang, Malaybalay City. A total of 41 participants from different offices attended the seminar-workshop facilitated by Office of the Civil Defense (OCD) Region 10. The 3- day activity aims to conduct a basic level of training, highlighting discussions on the core principles, features, and functions to develop better appreciation and understanding of the program, since it has been proven effective in managing potential and actual disasters.

This system also helps significantly in enhancing the mechanisms for resource management, reporting and documentation, promotion of responder safety, and optimum achievement of response objectives as evident in past major disaster response operations, and including management of planned high-density population gatherings.

Following the enactment of RA 10121, otherwise known as the Philippine DRRM Act of 2010, the Philippine government took a proactive approach to manage the natural or human-induced disasters and reduce risks by institutionalizing various mechanisms. One of these tools is the use of ICS.

ICS is also one of the flagship programs of OCD. Under various NDRRMC issuances, ICS has been institutionalized as an on-scene disaster response tool of the Philippine DRRM System — a standard, on-scene, and all-hazard incident management concept introduced by the US Forest Service that can be used by all DRRM Councils, emergency management, and response agencies. It is a disaster response tool that coordinates the actions of all response groups.

PATIENT TRANSPORT VEHICLE

TWG inspects newly- acquired patient transport vehicle. The vehicle has complied all the basic features to be manned by the City Disaster Risk Reduction and Management Office personnel. The life-saving transport vehicle carries a 2.7-diesel engine equipped with basic life support kits, tools and equipment.

Since last year, various emergency and response vehicles were purchased under the administration of Mayor Florencio T. Flores, Jr. This is to allocate acapable fleet to effectively respond and save lives even in the remotest community in the city. He provided rescue vehicles to barangays, ambulance to emergency 911, Covid-19 transport and also pick- up trucks for urban search and rescue missions.

PAG-ASA WEATHER FAMILIARIZARION TRAINING

CDRRMO Malaybalay sent representatives to Mindanao PAGASA Regional Services Division (Mindanao Prsd) in Mulogan, El Salvador City Misamis Oriental for the Weather Forecasting Familiarization Training held on April 28 – 30, 2021.

We would like to give thanks to Sir Anthony Joseph R. Lucero, Weather Services Chief, Ma’am Anianita R. Fortich, Asst. Weather Services Chief and all the Staff for the warm Welcome and for Sir Victor B. Flores Jr., Ma’am Daizyree Baran-Flores, Ma’am Luz T. Mercado, and Ma’am Catherine T. Asunto for their knowledge and skill shared as Weather Specialists and Forecasters. We would also like to thanks Mayor Florencio T. Flores for the opportunity of this said training.

PAMUHAT FOR RADIO REPEATER – A PROJECT OF DOST


Last May 6, 2021 (Thursday), a Pamuhat Ritual Ceremony was conducted followed by the turn-over ceremony of Repeater and Hand-held Radios at Sitio Mahayag, Brgy. St. Peter, Malaybalay City. This DOST Project entitled “Enhancement of the communication system to improve Disaster Preparedness and Mitigation in the Upper Pulangui District-a GIDA- ELCAC area in Malaybalay City, Bukidnon, D-2”, to the City Government of Malaybalay through the City Disaster Risk Reduction and Management Office.

The said event was facilitated by the Department of Science and Technology, Region X headed by Ms. Ritchie Mae L. Guno (OIC-DOST Bukidnon), Mr. Virgilio M. Fuertes (Supervising SRS, DOST X), DOST, Liza Elnar (LGU-Malaybalay) and attended by Brian Nelson T. Flores (Executive Assistant IV), 8 Barangay Captains of Upper Pulangui District headed by Hon. Rubencio T. Organiza, Sr. (St. Peter), Engr. Adrian Gamboa (LGU Malaybalay-CEST Coordinator), Alan J. Comiso, LDRRM IV (CDRRMO) with CDRRMO staff and 911 personnel.

NATIONAL DISASTER RESILIENCE MONTH 2021


CDRRMO Motorcade Activity in Celebration of 2021 National Disaster Resilience Month with a theme “TAMANG PAMAMAHALA’T, KAHANDAAN, KAALAMAN AT PAGTUTULUNGAN SA SAKUNA AT PANDEMYA’Y KALASAG NG BAYAN”.

The said activity was participated by the limited invited CDRRMO Teams, Barangay DRRM teams, MERU, Bureau of Fire Protection, and BukSU DRRM Unit compliant to the Minimum Public Health Standards mandated by the Government.

OPERATION LISTO MANUAL DISTRIBUTION


CDRRMO facilitated the orientation and distribution of Operation Listo: protocols for the management of emerging infectious diseases to the 46 brgys. represented by Punong Barangay, Kagawad Committee Chairman on Health, Chief BPSO, Barangay Health Worker and Midwife per barangay and attended by Mayor Florencio Flores Jr, Executive Assistant IV Brian Flores who gave their respective messages to the participants together with DILG CLGOO Aldrich Alaan, BFP Renato Mahilum, PNP PMAJ Felipe Yap Jr and PMSG Rems Alexander Calma ,IMT IC Kenneth Amiel M Taylor and LDRRMO IV Chief Alan Julaily Comiso.

SEMANA SANTA 2O21

As of 0611H today, the Office of the City Disaster Risk Reduction and Management Office has disseminated and informed the BDRRMC to activate their respective Barangay Operation Center, through text brigade and net calling of the Malaybalay City Centralized Command Center (every 0800H and 2000H). The CDRRMO response teams are on ALERT STATUS. ACDV’s were also informed to be ON-CALL status. An information dissemination was also relayed to the media partners RADYO BANDILYO, RMN and DXDB for the public to contact Malaybalay City Centralized Command Center hotline number for any emergency and untoward incident for fast response operation.

The Office has also coordinated with the PNP, BFP, TMC and CHO. As per DOST-PAGASA Press Release: Special Weather Outlook on the Observance of Holy Week or Semana Santa (28 March – 03 April 2021), Mindanao status will be mostly cloudy skies with scattered rain showers and thunderstorms beginning Sunday until Friday (March 28 – April 2, 2021) due to the approach of low-pressure system. This weather system is expected to remain as low until it crosses the island by Thursday or Friday (April 1-2, 2021). As 0800H, today, March 31, 2021, there was no incident reported appertaining to the said week, yet from time to time, there is constant monitoring.

TROPICAL STORM “AURING”

The Local Government of Malaybalay through the Office of City Disaster Risk Reduction and Management continuously provides real time and reliable information from government-owned website relative to weather disturbances that may trigger hazardous events to barangays in keeping Malaybalay City safe and sound.

As per DOST-PAGASA released advisory issued 5: 00 AM, February 21,2021 wherein Bukidnon is categorized under Signal # 1, this Office activated the barangays, ACDV’s, CDRRMO personnel with the aid of Search and Rescue Groups from AFP, BFP and PNP for possible augmentation especially to the flood and landslide prone areas and other incidents that may occur related thereof.

As of 1400H today, February 21, 2021, the city continues to experience light to moderate rain and as per Malaybalay Centralized Command Center, there was no incident reported appertaining to the effects of TS Auring, yet from time to time, there is constant monitoring.

TYPHOON “BISING”


About 1130H, on April 18, 2021, the Malaybalay Central Command Center has received a call for Medical Assistance related to the Fallen Trees (2 hills of Golden Trumpet Trees) at Plaza Rizal, in front of San Isidro Cathedral Parish, Barangay 8, Malaybalay City. A total of 2 medical cases were reported appertaining to with.

About 1135H-1350H on April 18, 2021, the CDRRMO Search and Rescue Team has conducted a clearing operation at the said area. Around 1138H, Bukidnon Second Electric Cooperative, Inc. (BUSECO) has released an Advisory relative to the Unscheduled Power Interruption affecting the following areas. Portion of Laguitas, San Jose, Magsaysay, Mapayag, Casisang, Imbayao, Portion of Barangay 4, Portion of Barangay 5, Barangay 10, Barangay 11,

Portion of Lantapan (Capitan Juan, Block 2, Kaatuan). Power was already restored around 5:42 in the afternoon. The remaining portion of Barangay 4 that was isolated for safety purposes of the line workers conducting line repair on our Casisang Circuit 1 Feeder near Malaybalay City Plaza has also been restored at around 6:23 PM.

About 1545H-1820H, another set of clearing operations (fallen trees) has been conducted at Purok 5, Casisang, and Diversion Road, Barangay 11, Malaybalay City. The AOR continues to experience a moderate to heavy strong winds brought about by Typhoon Bising.

TYPHOON “ODETTE”


1300H, December 14, 2021 – COORDINATION MEETING with PAGASA, DILG, PNP, BFP, 403rd Infantry Battalion, CSWDO, Malaybalay City Command Central, EMS and SAR Teams, ACDV’s and Radio Stations. 1000H, December 15, 2021, PRE-EMPTIVE EVACUATION ADVISORY MEETING with Barangays 1 and 9, Sumpong, Managok, Simaya, Bangcud, Linabo, Violeta, San Jose and Casisang. Massive Information dissemination through our partner radio stations.

0800H, December 16, 2021, deployment of teams for PRE-EMPTIVE EVACUATION to the said barangays and other related operations. At around 1400H, December 16, 2021, BUSECO (Bukidnon Second Electric Cooperative, Inc.) released unscheduled power interruption advisory as TY Odette hovers the entire City.

Modular tents were provided by CDRRM Office to Evacuation Centers (Barangay Covered Courts). CSWDO has also provided food packs to the evacuated families. Coordinated with BDRRMC’s to monitor their respective barangays.

 

Scheduled clearing operation on December 16, 2021 at; Barangay 6, Woodstock, Sumpong, Marangan and Casisang. Clearing Operation was also conducted at Purok 1, Sinanglanan, Malaybalay City.

DISASTER PREPAREDNESS TRAINING MANALOG, MALAYBALAY CITY FEBUARY 02 TO 04, 2021

Last February 02 to 04, 2021 the Malaybalay City Disaster Risk Reduction and Management Training Team headed by Kenneth Amiel Taylor, Raymond Jhon T. Pulido, Arian John Cagaanan, and Ival Elmar Lavandero has conducted  Disaster Preparedness Training, Basic First aid, Hands-only CPR and River Crossing to the aspiring mountain tour guides, together with the City Tourism Office in preparation for their soon to open officially tourism site for the public at Manalog Covered Court, Malaybalay City, Bukidnon with 25 participants from their community.

These are the topic for the whole 3 days training that been tackle to the aspiring local guides. 1st Disaster Preparedness. 2nd Leave No Trace (LNT) 3RD Brief information about Basic Mountaineering Course. 4th Hands Only CPR 5th Basic First Aid 6th River Crossing. The said activity was achieved through the commitment and dedication of the participants to learn.

DISASTER PREPAREDNESS TRAINING DALWANGAN (NOMIARC OFFICE), MALAYBALAY CITY FEBUARY 08, 2021


Last February 08, 2020, the Malaybalay City Disaster Risk Reduction and Management Training Team headed by Kenneth Amiel Taylor, Raymond Jhon T. Pulido, and Arian Johnson Cagaanan, has conducted a Disaster Preparedness TrainingBasic First Aid, Hands only CPR. Participants are from barangay’s with potential, emerging and on-going tourism site, together with the City Tourism Office at Nomiarc Dalwangan office Malaybalay City, Bukidnon with 20 participants.

The objectives of the training are as follow; To armor the participants with the proper knowledge on what to do before, during and aftermath of an earthquake and to equip the learners with the knowledge, practical skills and understanding required to provide appropriate first-aid and know how to do a CPR to the person who sudden collapse. These were the topics for the 3-day training that were tackled to the aspiring local guides. 1st Disaster Preparedness. 4th Hands Only CPR 5th Basic First Aid. The said activity was achieved through the commitment and dedication of the participants to learn.

PURCHASE OF SELF-LOADING TRUCK FOR CITY ENGINEERING OFFICE UNDER LDRRM FUND


City Engineering acquires new self-loading truck to handle more complex jobs. The City Government of Malaybalay aims to augment the City Engineering’s Office’s (CEO) capability to handle various work assignments based on demand with ease by acquiring equipment that has a wide range of use and is packed with modern features.

On January 26, 2022, a brand-new Hyundai Excient 310 6×4 Self Loading Truck with Boom Crane worth Php 11.4-million was turned over to the CEO. The equipment has a maximum lifting capacity of 5-6 tons at 2.5m and hook block with a capacity of five tons.

CEO head Engr. Roy A. Lapuz thanked Mayor Florencio T. Flores, Jr. for adding another valuable equipment to their fleet which boost service capability and meet the office targets based on the implementation of different projects of the city.

“This will be used not only for transporting personnel and heavy equipment vehicles on site but it will also carry large quantities of goods to different places where they are needed, using their robust and reliable pulling power,” said Lapuz.

With the new self-loading truck, it is expected that repairing and maintaining materials and equipment in elevated areas will be done more efficiently and rescuing equipment that are either disabled or indisposed will be with ease.

PURCHASE OF SELF-LOADING TOW TRUCK FOR CITY TRAFFIC MANAGEMENT CENTER UNDER LDRRM FUND

Last December 16, 2021 the Traffic Management Center lead by TMC Incharge Ernie Neri was happy as Executive Assistant V Bobby Flores turned-over a 2.5 million Self-Loading Tow Truck to the Traffic Management Center.

The entire TMC personnel are grateful to Hon. Mayor Florencio T. Flores, Jr. of constant support for the development of our city. Our personnel will never have a hard time when there are vehicles that need to be loaded especially if it is involved in an accident.
