Office Description
This is the Office responsible for the appraisal and assessment of all real properties within the political jurisdiction the local government unit is charged to perform the following duties provided under Book II of Republic Act 7160, The Local Government of 1991, which are:
1.) To establish systematic method of assessment of real property in the manner prescribed by law and in accordance with rules and regulations by the Minister of Finance;
2.) To install and maintain a real property identification and accounting system conforming to the standards prescribed by the Department of Finance (Integrated Revenue Gene System);
3.) To prepare, install and maintain a system of tax mapping showing graphically all property subject to assessment in the city and gather all necessary data concerning the same; 4.) To make frequent physical survey to check and determine whether all real property within the city are listed in the assessment rolls;
5.) To appraise all items of real property at current market value in accordance with the law and conduct regular ocular inspections to determine that all properties are assessed correctly;
6.) To keep a correct and accurate record of all transfers, leases and mortgages of real property, rentals, insurance and cost of construction of buildings and other improvements on land income for assessment purposes;
7.) To apply uniformly the assessment levels fixed by law to the current market value of all properties subject to assessment;
8.) To cancel assessments if an improvement such as a building was already demolished or if a machine was already uninstalled, necessary procedure for cancellation shall be applied. In case also of duplication of assessments is revealed, the Office shall immediately take the necessary steps to correct the erroneous mistake to keep the records up to date and accurate.
9.) To attend to all sessions of the local hearing of assessment appeals and present any information or record in possession as may be required by the board in determining the correct assessment of the real property under appeal;
10.) To issue certificates pertaining to the assessment records of real property and all other records related to its assessment upon payment of a service charge on fee fixed therefore by the Sangguniang Panglungsod;
11.) To Make a report every semester of all the assessments during the said period and submit copies of the said report to all the officials of the city government including the Sangguniang Panlungsod; and
12.) To exercise other powers and perform other functions as may be prescribed and mandated by law or ordinance.
