The City Government of Malaybalay, under the leadership of Mayor Warren R. Pabillaran, recently welcomed the Regional Assessment Team (RAT) for the Seal of Good Local Governance (SGLG) evaluation for the year 2022. The assessment took place on June 27, 2023, at the Peoples Hall, City Hall, Casisang.
This is in line with Republic Act 11292 which institutionalized the Seal of Good Local Governance for LGUs, and this has since served as a barometer of performance and incentive system.
The RAT, led by Director Rhona P. Abadilla, the Provincial Director of the Department of the Interior and Local Government (DILG) in Bukidnon, consisted of Jan Eric Manasan, LGOO VI from Valencia City, Daphne Kirstie Fabria, LGOO III from Valencia City, and Lalevie Lubos, the Dean of the College of Administration at Bukidnon State University.
During the evaluation held at the Peoples Hall, Mayor Warren R. Pabillaran expressed his warm welcome to the RAT team and highlighted the significance of officials and employees fulfilling their duties and responsibilities.
Atty. Anna Marie R. Bergado, the City Administrator and Chairperson of the SGLG committee, led in coordinating the assessment process. The SGLG committee comprised several department heads, TWG members and representatives, including Atty. Julius Michael Barroso (City Legal Officer), Arlene A. Ho (City Budget Officer), Maria Anita L. Fernandez (CENR Officer), Dr. Dennis P. Sangalang (City Health Officer), Atty. Phoebe Corazon C. Hidalgo (Sangguniang Panlungsod Secretary), Cherry Mae L. Limbaco-Reyes (CSDS – DepEd), PLTCOL Julius Clark Prisco M. Macariola IV (PNP), Ivy Amor C. Urbina (CSWDO), Engr. Leo Rustan dela Cerna (City Engineer), Engr. Adrian R. Gamboa (CPDC), Carlito R. Juarez (City Accountant), Magnolia O. Improgo (HRMO), Arturo C. Callao (BPLO), Rosie T. Dumas (City Treasurer), Alan J. Comiso (CDRRMO), Romeo T. Lapiceros, Jr. (CEEDMO-Designate), Arnel S. Alagenio (EA-V/CCRO), Amalia Propia (CLGOO), Engr. Richard B. Leono (OIC-Agri), Engr. Runstadt P. Peria (OBO), Maylyn T. Gantalao (OIC-CAssO), Dioscora R. Niere (CGSO -designate), Dr. Michelle C. The SGLG assessment aims to evaluate the City Government of Malaybalay based on ten governance areas, following the “All-in” principle. These areas include Financial Administration and Sustainability, Disaster Preparedness, Social Protection and Sensitivity, Health Compliance and Responsiveness, Sustainable Education, Business-Friendliness and Competitiveness, Safety, Peace and Order, Environmental Management, Tourism, Heritage Development, Culture and Arts, and Youth Development.
The assessment serves as an important tool for the City Government of Malaybalay to assess its performance and identify areas of improvement. By focusing on good governance principles, the city aims to enhance its services and deliver a better quality of life to its residents.
Further, the results of the assessment will provide valuable insights into the city’s progress and its commitment to achieving excellence in local governance.
The City received the prestigious SGLG award last year in recognition of its outstanding performance in 2021.
